  SA 2853. Ms. BALDWIN submitted an amendment intended to be proposed 
to amendment SA 2282 proposed by Mr. Inhofe (for himself and Mr. 
McCain) to the bill H.R. 5515, to authorize appropriations for fiscal 
year 2019 for military activities of the Department of Defense, for 
military construction, and for defense activities of the Department of 
Energy, to prescribe military personnel strengths for such fiscal year, 
and for other purposes; which was ordered to lie on the table; as 
follows:

       At the end of subtitle B of title X, add the following:

     SEC. 1018. CONTRACTS FOR MAINTENANCE OF NON-COMBAT NAVAL 
                   VESSELS IN NON-COASTWIDE AREAS OUTSIDE OF THE 
                   HOMEPORT OF THE VESSELS.

       Notwithstanding section 7299a of title 10, United States 
     Code, or any other provision of law, the Secretary of the 
     Navy may award a contract for the overhaul, repair, or 
     maintenance of a non-combat naval vessel to a firm that is 
     located in a non-coastwide area outside the area of the 
     homeport of the vessel, including a firm located in the Great 
     Lakes or Gulf Coast regions of the United States, if the 
     Secretary determines that such an award will--
       (1) reduce naval vessel maintenance backlogs;
       (2) improve fleet readiness;
       (3) support the operational needs of the Navy; and
       (4) not unduly impact the quality of life of the crew of 
     the vessel.
