  SA 2848. Ms. CANTWELL (for herself and Mrs. Murray) submitted an 
amendment intended to be proposed by her to the bill H.R. 5515, to 
authorize appropriations for fiscal year 2019 for military activities 
of the Department of Defense, for military construction, and for 
defense activities of the Department of Energy, to prescribe military 
personnel strengths for such fiscal year, and for other purposes; which 
was ordered to lie on the table; as follows:

       At the appropriate place in title XXXI, insert the 
     following:

     SEC. ____. EXTENDING THE AUTHORIZATION OF THE EEOICPA 
                   OMBUDSMAN.

       Section 3686 of the Energy Employees Occupational Illness 
     Compensation Program Act of 2000 (42 U.S.C. 7385s-15(h)) is 
     amended--
       (1) in subsection (h), by striking ``October 28, 2019'' and 
     inserting ``October 28, 2024''; and
       (2) by adding at the end the following:
       ``(i) Authorization of Appropriations.--
       ``(1) In general.--There are authorized to be appropriated 
     such sums as may be necessary to carry out this section.
       ``(2) Treatment as discretionary spending.--Amounts 
     appropriated to carry out this section--
       ``(A) shall not be appropriated to the account established 
     under subsection (a) of section 151 of title I of division B 
     of Appendix D of the Consolidated Appropriations Act, 2001 
     (Public Law 106-554; 114 Stat. 2763A-251); and
       ``(B) shall not be subject to subsection (b) of that 
     section.''.
