  SA 2818. Mr. TESTER submitted an amendment intended to be proposed to 
amendment SA 2282 proposed by Mr. Inhofe (for himself and Mr. McCain) 
to the bill H.R. 5515, to authorize appropriations for fiscal year 2019 
for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the end of subtitle E of title V, add the following:

     SEC. 558. IMPROVEMENT OF AUTHORITY ON LANGUAGE TRAINING 
                   CENTERS FOR MEMBERS OF THE ARMED FORCES AND 
                   CIVILIAN EMPLOYEES OF THE DEPARTMENT OF 
                   DEFENSE.

       (a) Requirement for Program.--
       (1) In general.--Subsection (a) of section 529 of the 
     National Defense Authorization Act for Fiscal Year 2010 (10 
     U.S.C. 2001 note prec.) is amended by striking ``may carry 
     out'' and inserting ``shall carry out''.
       (2) Conforming amendments.--Such section is further amended 
     by striking ``authorized by subsection (a)'' each place it 
     appears and inserting ``required by subsection (a)''.
       (b) Funding.--From amounts authorized to be appropriated 
     for fiscal year 2019 for the Defense Language and National 
     Security Education Office, amounts shall be available to 
     support Language Training Centers.
