                  CONGRATULATING THE PRESIDING OFFICER

  Mr. SCHUMER. Madam President, congratulations. This is the first 
time, at least when I am speaking on the floor, that the Presiding 
Officer is in the Chair.
  Is this the first time the Presiding Officer is in the Chair?
  The Presiding Officer cannot answer. Let the record show that she 
nodded her head in an affirmative way.
