                           ORDER OF PROCEDURE

  Mr. ROUNDS. Mr. President, I ask unanimous consent that 
notwithstanding rule XXII, the postcloture time on Senate amendment No. 
2151, as modified, expire at 3:45 p.m. on Wednesday, March 14; further, 
that if cloture is invoked on S. 2155, the time count as if invoked at 
midnight, Wednesday, March 14.
