  SA 1862. Mr. FRANKEN submitted an amendment intended to be proposed 
by him to the bill H.R. 1, to provide for reconciliation pursuant to 
titles II and V of the concurrent resolution on the budget for fiscal 
year 2018; which was ordered to lie on the table, as follows:

       At the end of part IV of subtitle A of title I, add the 
     following:

     SEC. 11033. SENSE OF THE SENATE ON PREVENTING TAX INCREASES 
                   ON GRADUATE STUDENTS.

       It is the sense of the Senate that--
       (1) tuition waivers for graduate students support critical 
     research, education, and innovation in the United States, and
       (2) tuition waivers for graduate students should not be 
     treated as taxable income.
