  SA 1859. Mr. FRANKEN submitted an amendment intended to be proposed 
by him to the bill H.R. 1, to provide for reconciliation pursuant to 
titles II and V of the concurrent resolution on the budget for fiscal 
year 2018; which was ordered to lie on the table, as follows:

       At the end of part IV of subtitle A of title I, add the 
     following:

     SEC. 11033. REPEAL OF DENIAL OF CREDIT FOR FELONY DRUG 
                   OFFENSES.

       (a) In General.--Section 25A(b)(2) is amended by striking 
     subparagraph (D).
       (b) Effective Date.--The amendment made by this section 
     shall apply to taxable years beginning after the date of the 
     enactment of this Act.
