  SA 1848. Ms. CANTWELL submitted an amendment intended to be proposed 
to amendment SA 1618 proposed by Mr. McConnell (for Mr. Hatch (for 
himself

and Ms. Murkowski)) to the bill H.R. 1, to provide for reconciliation 
pursuant to titles II and V of the concurrent resolution on the budget 
for fiscal year 2018; which was ordered to lie on the table; as 
follows:

       Strike title II and insert the following:

                                TITLE II

     SEC. 20001. STRATEGIC PETROLEUM RESERVE DRAWDOWN AND SALE.

       (a) Drawdown and Sale.--
       (1) In general.--Notwithstanding section 161 of the Energy 
     Policy and Conservation Act (42 U.S.C. 6241), except as 
     provided in subsection (b), the Secretary of Energy shall 
     draw down and sell from the Strategic Petroleum Reserve 
     25,000,000 barrels of crude oil during the period of fiscal 
     years 2026 through 2027.
       (2) Disposition of amounts received from sale.--The 
     Secretary of the Treasury shall, in the year in which the 
     sale occurs, deposit the amounts received from a sale under 
     paragraph (1) in the general fund of the Treasury.
       (b) Limitation.--The Secretary of Energy shall not drawdown 
     or conduct sales of crude oil under subsection (a) after the 
     date on which a total of $1,000,000,000 has been deposited in 
     the general fund of the Treasury from sales authorized under 
     that subsection.
