  SA 1816. Mr. TOOMEY submitted an amendment intended to be proposed to 
amendment SA 1618 proposed by Mr. McConnell (for Mr. Hatch (for himself 
and Ms. Murkowski)) to the bill H.R. 1, to provide for reconciliation 
pursuant to titles II and V of the concurrent resolution on the budget 
for fiscal year 2018; which was ordered to lie on the table; as 
follows:

       On page 456, between lines 2 and 3, insert the following:
       ``(E) Phase in of percentage used in determining excess 
     indebtedness.--In the case of any taxable year beginning in a 
     calendar year before 2022, the following percentages shall be 
     substituted for `110 percent' in applying subparagraph 
     (B)(ii):
       ``(i) 130 percent for calendar year 2018.
       ``(ii) 125 percent for calendar year 2019.
       ``(iii) 120 percent for calendar year 2020.
       ``(iv) 115 percent for calendar year 2021.
