HYDROPOWER POLICY MODERNIZATION ACT OF 2017
The SPEAKER pro tempore. Pursuant to House Resolution 607 and rule
XVIII, the Chair declares the House in the Committee of the Whole House
on the state of the Union for the further consideration of the bill,
H.R. 3043.

Accordingly, the House resolved itself into the Committee of the
Whole House on the state of the Union for the further consideration of
the bill (H.R. 3043) to modernize hydropower policy, and for other
purposes, with Mr. Rodney Davis of Illinois (Acting Chair) in the
chair.

The Acting CHAIR. When the Committee of the Whole rose earlier today,
a request for a recorded vote on amendment No. 4 printed in House
Report 115-391, offered by the gentleman from Illinois (Mr. Rush), had
been postponed.

the bill back to the House with an amendment adopted in the Committee
of the Whole.

personal explanation
Mr. HURD. Mr. Speaker, I was unable to vote on the bills and
subsequent amendments due to travel to Sutherland Springs, Texas, to
meet with the victims, their families, and the first responders of the
attack that took place on November 5th, 2017. Had I been present, I
would have voted ``yea'' on rollcall No. 616, ``yea'' on rollcall No.
617, ``yea'' on rollcall No. 618, ``nay'' on rollcall No. 619, and
``yea'' on rollcall No. 620.
