REQUIRING THE ADMINISTRATOR OF THE FEDERAL EMERGENCY MANAGEMENT AGENCY 
                           TO SUBMIT A REPORT

  Mr. CRAPO. Mr. President, I ask unanimous consent that the Senate 
proceed to the immediate consideration of Calendar No. 222, H.R. 1117.
  The PRESIDING OFFICER. The clerk will report the bill by title.
  The assistant bill clerk read as follows:

       A bill (H.R. 1117) to require the Administrator of the 
     Federal Emergency Management Agency to submit a report 
     regarding certain plans regarding assistance to applicants 
     and grantees during the response to an emergency or disaster.

  There being no objection, the Senate proceeded to consider the bill.
  Mr. CRAPO. Mr. President, I ask unanimous consent that the bill be 
considered read a third time and passed and the motion to reconsider be 
considered made and laid upon the table.
