RECOGNIZING THAT FOR 50 YEARS THE ASSOCIATION OF SOUTH EAST ASIAN
NATIONS HAS WORKED TOWARD STABILITY, PROSPERITY, AND PEACE IN SOUTHEAST
ASIA
The SPEAKER pro tempore. The unfinished business is the vote on the
motion to suspend the rules and agree to the resolution (H. Res. 311)
recognizing that for 50 years the Association of South East Asian
Nations (ASEAN) has worked toward stability, prosperity, and peace in
Southeast Asia, as amended, on which the yeas and nays were ordered.
The Clerk read the title of the resolution.
The SPEAKER pro tempore. The question is on the motion offered by the
gentleman from California (Mr. Royce) that the House suspend the rules
and agree to the resolution, as amended.
This is a 5-minute vote.

the resolution, as amended, was agreed to.
The result of the vote was announced as above recorded.
The title of the resolution was amended so as to read: ``A bill
reaffirming the 40 years of relations between the United States and the
Association of Southeast Asian Nations (ASEAN), and the shared pursuit
of economic growth and regional security in Southeast Asia.''.
A motion to reconsider was laid on the table.

Mr. TIBERI. Mr. Speaker, on rollcall No. 540 (motion to suspend the
rules and pass H. Res. 311), I did not cast my vote. Had I been
present, I would have voted ``Yea'' on this vote.
Mr. HUDSON. Mr. Speaker, I was unavoidably detained and missed a
vote. Had I been present, I would have voted ``Yea'' on rollcall No.
540.
PERSONAL EXPLANATION
Mr. GUTIERREZ. Mr. Speaker, I was unavoidably absent in the House
chamber for votes Wednesday, September 27, 2017. Had I been present, I
would have voted ``Nay'' on rollcall votes 538 and 539, and I would
have voted ``Yea'' on rollcall vote 540.
Personal Explanation
Mrs. BROOKS of Indiana. Mr. Speaker, I was not present for votes on
9/27/17 because I was in Indiana with the President of the United
States on an official visit. Had I been present, I would have voted
``Yea'' on rollcall No. 538, ``Yea'' on rollcall No. 539, and ``Yea''
on rollcall No. 540.
PERSONAL EXPLANATION
Mrs. WALORSKI. Mr. Speaker, I was not present for votes on 9/27/17
because I was in Indiana with the President of the United States on an
official visit. Had I been present, I would have voted ``Yea'' on
