  SA 206. Mr. PAUL (for himself, Mr. Udall, and Mr. Booker) submitted 
an amendment intended to be proposed by him to the resolution S. Res. 
116, condemning the Assad regime for its continued use of chemical 
weapons against the Syrian people; which was ordered to lie on the 
table; as follows:

       On page 4, line 1, strike ``That the Senate--'' and insert 
     the following:

     SECTION 1. SENSE OF THE SENATE.

       The Senate--
       At the end of the Resolution, add the following:

     SEC. 2. RULE OF CONSTRUCTION.

       Nothing in this Resolution shall be construed as an 
     authorization for the use of force or a declaration of war.
