SELF-INSURANCE PROTECTION ACT
The SPEAKER pro tempore. The unfinished business is the vote on
passage of the bill (H.R. 1304) to amend the Employee Retirement Income
Security Act of 1974, the Public Health Service Act, and the Internal
Revenue Code of 1986 to exclude from the definition of health insurance
coverage certain medical stop-loss insurance obtained by certain plan
sponsors of group health plans on which the yeas and nays were ordered.

I was also unavoidably detained for rollcall No. 220, H.R. 1304, the
Self-Insurance Protection Act and missed the vote. Had I been present,
I would have voted ``yea.''
