                          Personal Explanation

Mr. MARSHALL. Mr. Speaker, I was talking to constituents and reached
a time when a very personal issue arose. Had I been present, I would
have voted ``yea'' on rollcall No. 115 and ``yea'' on rollcall No. 116.
