  Ms. WARREN. Mr. President, I appeal the ruling of the Chair, and I 
suggest the absence of a quorum.
  The PRESIDING OFFICER. The clerk will call the roll.
  The legislative clerk proceeded to call the roll and the following 
Senators entered the Chamber and answered to their names:
