  AUTHORIZING THE SECRETARY OF THE TREASURY TO INCLUDE ALL FUNDS WHEN 
              ISSUING CERTAIN GEOGRAPHIC TARGETING ORDERS

  Mr. BOOZMAN. Mr. President, I ask unanimous consent that the 
Committee on Banking, Housing, and Urban Affairs be discharged from 
further consideration of H.R. 5602 and the Senate proceed to its 
immediate consideration.
  The PRESIDING OFFICER. Without objection, it is so ordered.
  The clerk will report the bill by title.
  The senior assistant legislative clerk read as follows:

       A bill (H.R. 5602) to amend title 31, United States Code, 
     to authorize the Secretary of the Treasury to include all 
     funds when issuing certain geographic targeting orders, and 
     for other purposes.

  There being no objection, the Senate proceeded to consider the bill.
  Mr. BOOZMAN. Mr. President, I ask unanimous consent that the Shelby-
Brown substitute amendment No. 5127 be agreed to, the bill, as amended, 
be considered read a third time.
  The PRESIDING OFFICER. Without objection, it is so ordered.
  The amendment (No. 5127) in the nature of a substitute was agreed to.

  The amendment was ordered to be engrossed and the bill to be read a
