                ORDERS FOR THURSDAY, SEPTEMBER 22, 2016

  Mr. LEE. Mr. President, I ask unanimous consent that when the Senate 
completes its business today, it adjourn until 9:30 a.m., Thursday, 
September 22; that following the prayer and pledge, the morning hour be 
deemed expired, the Journal of proceedings be approved to date, and the 
time for the two leaders be reserved for their use later in the day; 
further, that following leader remarks, the Senate be in a period of 
morning business, with Senators permitted to speak therein for up to 10 
minutes each until 11 a.m.; that following morning business, the Senate 
resume consideration of the motion to proceed to H.R. 5325, 
postcloture; further, that notwithstanding the provisions of rule XXII, 
all postcloture time on the motion to proceed to H.R. 5325 expire at 11 
a.m. tomorrow; finally, that if the motion to proceed is agreed to, 
Senator McConnell be recognized to offer a substitute amendment.
