  SA 5080. Mr. TOOMEY submitted an amendment intended to be proposed by 
him to the bill H.R. 5325, making appropriations for the Legislative 
Branch for the fiscal year ending September 30, 2017, and for other 
purposes; which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:
       Sec. __.  No funds may be made available under this title 
     for foreign assistance to any country that was a significant 
     exporter of illicit fentanyl, fentanyl analogues, or fentanyl 
     precursor chemicals during the calendar year preceding the 
     date of the enactment of this Act.
