  SA 5067. Mr. COCHRAN submitted an amendment intended to be proposed 
to amendment SA 5042 proposed by Mr. Inhofe (for himself and Mrs. 
Boxer) to the amendment SA 4979 proposed by Mr. McConnell (for Mr. 
Inhofe (for himself and Mrs. Boxer)) to the bill S. 2848, to provide 
for the conservation and development of water and related resources, to 
authorize the Secretary of the Army to construct various projects for 
improvements to rivers and harbors of the United States, and for other 
purposes; which was ordered to lie on the table; as follows:

       On page 210, strike lines 12 through 18 and insert the 
     following:

       (a) In General.--The authority of the Secretary to carry 
     out the project for flood damage reduction, bank 
     stabilization, and sediment and erosion control known as the 
     ``Yazoo Basin, Mississippi, Mississippi Delta Headwater 
     Project, MS'', authorized by title I of Public Law 98-8 (97 
     Stat. 22), as amended, shall not be limited to watersheds 
     referenced in reports accompanying appropriations bills for 
     previous fiscal years.
       (b) Operation and Maintenance.--The Secretary may operate 
     and maintain those features of the project described in 
     subsection (a) completed before the date of enactment of this 
     Act in accordance with section 103(e)(2) of the Water 
     Resources Development Act of 1986 (33 U.S.C. 2213(e)(2)).
