  SA 5060. Mr. MURPHY (for himself and Mr. Blumenthal) submitted an 
amendment intended to be proposed to amendment SA 4979 proposed by Mr. 
McConnell (for Mr. Inhofe (for himself and Mrs. Boxer)) to the bill S. 
2848, to provide for the conservation and development of water and 
related resources, to authorize the Secretary of the Army to construct 
various projects for improvements to rivers and harbors of the United 
States, and for other purposes; which was ordered to lie on the table; 
as follows:

       At the appropriate place, insert:
       It is the sense of Congress that--
       1) State water quality standards that impact the disposal 
     of dredged material should be developed collaboratively, with 
     input from all relevant stakeholders;
       2) Open-water disposal of dredged material should be 
     reduced to the maximum extent practicable;
       3) Where practicable, the preference is for disputes 
     between states related to the disposal of dredged material 
     and the protection of water quality to be resolved between 
     the states in accordance with regional plans and involving 
     regional bodies.
