  SA 5038. Mrs. CAPITO submitted an amendment intended to be proposed 
to amendment SA 4979 proposed by Mr. McConnell (for Mr. Inhofe (for 
himself and Mrs. Boxer)) to the bill S. 2848, to provide for the 
conservation and development of water and related resources, to 
authorize the Secretary of the Army to construct various projects for 
improvements to rivers and harbors of the United States, and for other 
purposes; which was ordered to lie on the table; as follows:

       At the end of title I, add the following:

     SEC. 10__. CONSIDERATION OF FACTORS IN DISPOSITION STUDIES.

       In carrying out any disposition study for a project of the 
     Corps of Engineers (including an assessment and inventory 
     under section 6002 of the Water Resources Reform and 
     Development Act of 2014 (Public Law 113-121; 128 Stat. 
     1349)), the Secretary shall consider the extent to which the 
     applicable property has--
       (1) economic or recreational significance; or
       (2) an impact at the national, State, or local level.
