  SA 5033. Mr. COCHRAN (for himself and Mr. Wicker) submitted an 
amendment intended to be proposed to amendment SA 4979 proposed by Mr. 
McConnell (for Mr. Inhofe (for himself and Mrs. Boxer)) to the bill S. 
2848, to provide for the conservation and development of water and 
related resources, to authorize the Secretary of the Army to construct 
various projects for improvements to rivers and harbors of the United 
States, and for other purposes; which was ordered to lie on the table; 
as follows:

       At the end of title IV, add the following:

     SEC. 40__. PEARL RIVER BASIN, MISSISSIPPI.

       The project for flood damage reduction authorized by 
     section 401(e)(3) of the Water Resources Development Act of 
     1986 (100 Stat. 4132), as amended by section 3104 of the 
     Water Resources Development Act of 2007 (121 Stat. 1134), is 
     modified to authorize the Secretary to carry out the project 
     substantially in accordance with the findings of the 
     Integrated Feasibility and Environmental Impact Statement 
     Record of Decision approved by the Assistant Secretary of the 
     Army for Civil Works.
