  SA 5030. Mr. CASSIDY submitted an amendment intended to be proposed 
by him to the bill S. 2848, to provide for the conservation and 
development of water and related resources, to authorize the Secretary 
of the Army to construct various projects for improvements to rivers 
and harbors of the United States, and for other purposes; which was 
ordered to lie on the table; as follows:

       On page 12, strike lines 14 through 19 and insert the 
     following:
       ``(b) Local Flood Protection Works.--
       ``(1) In general.--Permission under subsection (a) for 
     alterations to a Federal levee, floodwall, or flood risk 
     management channel project and associated features may be 
     granted by a District Engineer of the Department of the Army 
     or an authorized representative.
       ``(2) Timely approval of permits.--On the date that is 120 
     days after the date on which the Secretary receives an 
     application for a permit under subsection (a), the 
     application shall be approved if--
       ``(A) the Secretary has not made a determination on the 
     approval or disapproval of the application; and
       ``(B) the plans detailed in the application were prepared 
     and certified by a professional engineer licensed by the 
     State in which the project is located.
