  SA 5017. Mr. INHOFE (for Mr. Flake) submitted an amendment intended 
to be proposed to amendment SA 4979 proposed by Mr. McConnell (for Mr. 
Inhofe (for himself and Mrs. Boxer)) to the bill S. 2848, to provide 
for the conservation and development of water and related resources, to 
authorize the Secretary of the Army to construct various projects for 
improvements to rivers and harbors of the United States, and for other 
purposes; which was ordered to lie on the table; as follows:

       At the end of section 5001, add the following:
       (i) Project Deauthorizations.--Section 1001(b)(2) of the 
     Water Resources Development Act of 1986 (33 U.S.C. 
     579a(b)(2)) is amended, in the first sentence--
       (1) by inserting ``(including environmental infrastructure 
     projects)'' after ``list of projects''; and
       (2) by striking ``such list'' and inserting ``the list, or, 
     in the case of environmental infrastructure projects, during 
     the 3 full fiscal years preceding the transmittal of the 
     list''.
