  SA 5014. Mr. INHOFE (for Mr. Flake) submitted an amendment intended 
to be proposed to amendment SA 4979 proposed by Mr. McConnell (for Mr. 
Inhofe (for himself and Mrs. Boxer)) to the bill S. 2848, to provide 
for the conservation and development of water and related resources, to 
authorize the Secretary of the Army to construct various projects for 
improvements to rivers and harbors of the United States, and for other 
purposes; which was ordered to lie on the table; as follows:

       At the end, add the following:

        TITLE IX--LOW PRIORITY STUDIES AND CONSTRUCTION FUNDING

     SEC. 9001. LOW PRIORITY STUDIES AND CONSTRUCTION FUNDING.

       Notwithstanding any other provision of this Act, in 
     accordance with the budget of the President for fiscal year 
     2017, the Secretary may use for low priority studies and 
     construction of Corps of Engineers projects during fiscal 
     year 2017 an amount not more than $1,175,000,000.
