  SA 5012. Mr. INHOFE (for Mr. Flake) submitted an amendment intended 
to be proposed to amendment SA 4979 proposed by Mr. McConnell (for Mr. 
Inhofe (for himself and Mrs. Boxer)) to the bill S. 2848, to provide 
for the conservation and development of water and related resources, to 
authorize the Secretary of the Army to construct various projects for 
improvements to rivers and harbors of the United States, and for other 
purposes; which was ordered to lie on the table; as follows:

       At the end of section 5001, add the following:
       (i) Project Deauthorizations.--Section 1001(b)(2) of the 
     Water Resources Development Act of 1986 (33 U.S.C. 
     579a(b)(2)) is amended--
       (1) in the first sentence, by striking ``every year after 
     the transmittal of the list under paragraph (1)'' and 
     inserting ``not later than October 1 of each fiscal year''; 
     and
       (2) by adding at the end the following: ``If the Secretary 
     fails to submit to Congress the list of projects by October 1 
     of any fiscal year, no Federal funds made available to the 
     Secretary for the fiscal year shall be expended for 
     nonessential travel expenses of employees of the Corps of 
     Engineers, as determined by the Secretary, until the date on 
     which the list is submitted to Congress in accordance with 
     this paragraph.''.
