  SA 5010. Mr. INHOFE (for Mr. Flake) submitted an amendment intended 
to be proposed to amendment SA 4979 proposed by Mr. McConnell (for Mr. 
Inhofe (for himself and Mrs. Boxer)) to the bill S. 2848, to provide 
for the conservation and development of water and related resources, to 
authorize the Secretary of the Army to construct various projects for 
improvements to rivers and harbors of the United States, and for other 
purposes; which was ordered to lie on the table; as follows:

       Beginning on page 270, strike line 18 and all that follows 
     through page 272, line 2, and insert the following:

       (b) Authorization of Appropriations.--Section 8 of the 
     Water Desalination Act of 1996 (42 U.S.C. 10301 note; Public 
     Law 104-298) is amended--
       (1) in the first sentence of subsection (a)--
       (A) by striking ``$5,000,000'' and inserting 
     ``$8,000,000''; and
       (B) by striking ``2013'' and inserting ``2021''; and
       (2) in subsection (b), by striking ``for each of fiscal 
     years 2012 through 2013'' and inserting ``for each of fiscal 
     years 2017 through 2021''.
       (c) Consultation.--Section 9 of the Water Desalination Act 
     of 1996 (42 U.S.C. 10301 note; Public Law
