                VETERANS' COMPENSATION COLA ACT OF 2016

  Ms. MURKOWSKI. Mr. President, I ask unanimous consent that the Senate 
proceed to the immediate consideration of H.R. 5588, which was received 
from the House.
  The PRESIDING OFFICER. The clerk will report the bill by title.
  The senior assistant legislative clerk read as follows:

       A bill (H.R. 5588) to increase, effective as of December 1, 
     2016, the rates of compensation for veterans with service-
     connected disabilities and the rates of dependency and 
     indemnity compensation for the survivors of certain disabled 
     veterans, and for other purposes.

  There being no objection, the Senate proceeded to consider the bill.
  Ms. MURKOWSKI. Mr. President, I ask unanimous consent that the bill 
be read a third time and passed and the motion to reconsider be 
considered made and laid upon the table.
