                     CLOSE THE CHARLESTON LOOPHOLE

  (Mr. CLYBURN asked and was given permission to address the House for 
1 minute and to revise and extend his remarks.)
  Mr. CLYBURN. Mr. Speaker, I rise to once again call upon Members of 
Congress to enact some commonsense gun reform because I really believe 
that we are misusing the word ``reform'' every time we talk about this 
issue. Reform means a change for the better. It doesn't mean just to go 
through a process. It means a change for the better.
  Mr. Speaker, we have seen that our gun laws need to change. I am very 
emotional for nine souls in my congressional district who lost their 
lives because of an inadequate, nonsensical background check law that 
says that no matter what the situation might be, if you wait for 3 
days, you can go get the gun. Irrespective of your mental condition, 
irrespective of your background, irrespective of your intentions, you 
can still buy the gun.
  We need to close this Charleston loophole, and we need to enact a law 
that says, if you are not qualified to buy a plane ticket, you are not 
qualified to buy a gun.
