purposes; which was ordered to lie on the table; as follows:

       On page 52, line 1, strike ``$13,500,000'' and insert 
     ``$25,000,000, of which $12,500,000 is designated by Congress 
     as an emergency requirement pursuant to section 
     251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit 
     Control Act of 1985 (2 U.S.C. 901(b)(2)(A)(i)),''.
