                           ORDER OF PROCEDURE

  Mr. BLUNT. Mr. President, I ask unanimous consent that the Senate 
proceed to a period of morning business, with Senators permitted to 
speak for up to 10 minutes each until 12:30 p.m. today; further, that 
at 12:30 p.m. the Senate stand in recess subject to the call of the 
Chair; and that notwithstanding rule XXII, the vote on the motion to 
invoke cloture on the motion to proceed to H.R. 2578 occur when the 
Senate reconvenes from this recess.
  The PRESIDING OFFICER. Is there objection?
  Without objection, it is so ordered.
  Mr. BLUNT. Mr. President, for the information of Senators, the 
cloture vote on the motion to proceed to the Commerce-Justice-Science 
appropriations bill will occur immediately following the official photo 
at 2:15 p.m. today.
