  SA 4397. Ms. KLOBUCHAR submitted an amendment intended to be proposed 
by her to the bill S. 2943, to authorize appropriations for fiscal year 
2017 for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the end of subtitle I of title X, add the following:

     SEC. 1097. EXPANSION OF ELIGIBILITY FOR VETERANS HIRING 
                   PREFERENCES TO INCLUDE CERTAIN FORMER MEMBERS 
                   OF THE RESERVE COMPONENTS OF THE ARMED FORCES.

       Section 2108(1) of title 5, United States Code, is 
     amended--
       (1) by striking ``180 consecutive days'' each place it 
     appears and inserting ``180 cumulative days''; and
       (2) in subparagraph (B), by striking ``not including 
     service under section 12103(d) of title 10'' and inserting 
     ``including service''.
