  SA 4251. Mr. DAINES (for himself, Mr. Tester, Mr. Rubio, Mr. Portman, 
and Mr. Burr) submitted an amendment intended to be proposed by him to 
the bill S. 2943, to authorize appropriations for fiscal year 2017 for 
military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the end of subtitle F of title VI, add the following:

     SEC. 673. REPEAL OF AUTHORITY OF THE PRESIDENT TO DETERMINE 
                   AN ALTERNATIVE ANNUAL PAY ADJUSTMENT FOR 
                   MEMBERS OF THE UNIFORMED SERVICES BASED ON 
                   SERIOUS ECONOMIC CONDITIONS.

       Section 1009(e) of title 37, United States Code, is 
     amended--
       (1) in paragraph (1), by striking ``or serious economic 
     conditions affecting the general welfare'';
       (2) by striking paragraph (2); and
       (3) by redesignating paragraph (3) as paragraph (2).
