              SECRETARY OF AGRICULTURE--MOTION TO PROCEED

  Mr. McCAIN. Madam President, I move to proceed to S.J. Res. 28.

       Motion to proceed to Calendar No. 479, S.J. Res. 28, 
     providing for congressional disapproval under chapter 8 of 
     title 5, United States Code, of the rule submitted by the 
     Secretary of Agriculture relating to inspection of fish of 
     the order Siluriformes.
