AMENDING THE DEPARTMENT OF ENERGY ORGANIZATION ACT AND THE LOCAL PUBLIC 
          WORKS CAPITAL DEVELOPMENT AND INVESTMENT ACT OF 1976

  Mr. ENZI. Mr. President, I ask unanimous consent that the Senate 
proceed to the immediate consideration of H.R. 4238, which was received 
from the House and is at the desk.
  The PRESIDING OFFICER. The clerk will report the bill by title.
  The senior assistant legislative clerk read as follows:

       A bill (H.R. 4238) to amend the Department of Energy 
     Organization Act and the Local Public Works Capital 
     Development and Investment Act of 1976 to modernize terms 
     relating to minorities.

  There being no objection, the Senate proceeded to consider the bill.
  Mr. ENZI. Mr. President, I further ask unanimous consent that the 
bill be read a third time and passed and the motion to reconsider be 
considered made and laid upon the table with no intervening action or 
debate.
