                          PERSONAL EXPLANATION

  Ms. JACKSON LEE. Mr. Speaker, I was detained with a meeting off 
campus at the White House. I would like to indicate my vote on the 
Waters amendment. For the Waters amendment, I would have voted ``aye''; 
for final passage of H.R. 4498, Helping Angels Lead Our Startups Act, I 
would have voted ``no''; and for S. 1890, Defend Trade Secrets Act, I 
would have voted ``aye.''
