COMBATING TERRORIST RECRUITMENT ACT OF 2016
The SPEAKER pro tempore. The unfinished business is the vote on the
motion to suspend the rules and pass the bill (H.R. 4820) to require
the Secretary of Homeland Security to use the testimonials of former or
estranged violent extremists or their associates in order to counter
terrorist recruitment, and for other purposes, as amended, on which the
yeas and nays were ordered.
The Clerk read the title of the bill.
The SPEAKER pro tempore. The question is on the motion offered by the
gentleman from Texas (Mr. McCaul) that the House suspend the rules and
pass the bill, as amended.
The vote was taken by electronic device, and there were--yeas 322,

Mr. COOPER changed his vote from ``nay'' to ``yea.''
So (two-thirds being in the affirmative) the rules were suspended and
the bill, as amended, was passed.
The result of the vote was announced as above recorded.
The title of the bill was amended so as to read: ``A bill to require
the Secretary of Homeland Security to use the testimonials of former
violent extremists or their associates in order to counter terrorist
recruitment, and for other purposes.''.
A motion to reconsider was laid on the table.
