  SA 3867. Mr. CARDIN submitted an amendment intended to be proposed to 
amendment SA 3801 proposed by Mr. Alexander (for himself and Mrs. 
Feinstein) to the bill H.R. 2028, making appropriations for energy and 
water development and related agencies for the fiscal year ending 
September 30, 2016, and for other purposes; which was ordered to lie on 
the table; as follows:

       At the end of title I, add the following:
       Sec. __.  Section 2102 of the Water Resources Reform and 
     Development Act of 2014 (Public Law 113-121; 128 Stat. 1273) 
     is amended by adding at the end the following:
       ``(d) Guidance.--The Secretary shall publish on the website 
     of the Corps of Engineers guidance on the implementation of 
     this section and the amendments made by this section.''.
