  SA 3855. Mr. PAUL submitted an amendment intended to be proposed to 
amendment SA 3801 proposed by Mr. Alexander (for himself and Mrs. 
Feinstein) to the bill H.R. 2028, making appropriations for energy and 
water development and related agencies for the fiscal year ending 
September 30, 2016, and for other purposes; which was ordered to lie on 
the table; as follows:

       At the end of title V, add the following:
       Sec. 5___.  None of the funds made available by this Act 
     may be used to carry out any water supply reallocation study 
     with respect to the Wolf Creek Dam, Lake Cumberland, 
     Kentucky, project authorized under the first section of the 
     Act of July 24, 1946 (60 Stat. 636, chapter 595).
