  SA 3854. Mr. PAUL (for himself and Mr. Lee) submitted an amendment 
intended to be proposed to amendment SA 3801 proposed by Mr. Alexander 
(for himself and Mrs. Feinstein) to the bill H.R. 2028, making 
appropriations for energy and water development and related agencies 
for the fiscal year ending September 30, 2016, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:

     SEC. ___. RESTORING THE PROMISE OF BUDGET CONTROL ENERGY AND 
                   WATER APPROPRIATIONS.

       (a) Short Title.--This section may be cited as the 
     ``Restoring the Promise of Budget Control Energy and Water 
     Appropriations Act''.
       (b) Reduction in Spending.--The amounts appropriated under 
     this Act shall be reduced on a pro rata basis by the amount 
     necessary to reduce the total amount of spending under this 
     Act by $1,959,000,000.
