  SA 3849. Mr. RUBIO submitted an amendment intended to be proposed to 
amendment SA 3801 proposed by Mr. Alexander (for himself and Mrs. 
Feinstein) to the bill H.R. 2028, making appropriations for energy and 
water development and related agencies for the fiscal year ending 
September 30, 2016, and for other purposes; which was ordered to lie on 
the table; as follows:

       At the end of title I, add the following:
       Sec. 1__.  Section 601 of the Water Resources Development 
     Act of 2000 (Public Law 106-541; 114 Stat. 2693) is amended--
       (1) by redesignating subsection (p) as subsection (q); and
       (2) by inserting after subsection (o) the following:
       ``(p) Central Everglades Planning Project, Florida.--In 
     accordance with subsection (d), the project for environmental 
     restoration, Central Everglades planning project, Florida, is 
     authorized to be carried out by the Secretary substantially 
     in accordance with the plans, and subject to the conditions, 
     recommended in the final report of the Chief of Engineers 
     signed on December 23, 2014.''.
