  SA 3844. Mr. ROUNDS (for himself and Mr. Thune) submitted an 
amendment intended to be proposed to amendment SA 3801 proposed by Mr. 
Alexander (for himself and Mrs. Feinstein) to the bill H.R. 2028, 
making appropriations for energy and water development and related 
agencies for the fiscal year ending September 30, 2016, and for other 
purposes; which was ordered to lie on the table; as follows:

       At the end of title I, add the following:
       Sec. 1__.  Of the amounts made available under this title 
     for operation and maintenance, $2,000,000 shall be available 
     for Upper Missouri River Basin flood and drought monitoring 
     under section 4003(a) of the Water Resources Reform and 
     Development Act of 2014 (Public Law 113-121; 128 Stat. 1310).
