  SA 3838. Mr. THUNE submitted an amendment intended to be proposed to 
amendment SA 3801 proposed by Mr. Alexander (for himself and Mrs. 
Feinstein) to the bill H.R. 2028, making appropriations for energy and 
water development and related agencies for the fiscal year ending 
September 30, 2016, and for other purposes; which was ordered to lie on 
the table; as follows:

       On page 16, line 11, before the period at the end, insert 
     the following: ``: Provided further, That of the amounts 
     provided under this heading, $48,000,000 shall be used for 
     rural water programs, of which $4,200,000 shall be derived 
     from amounts otherwise made available for the Northern Border 
     Regional Commission''.
