  SA 3303. Ms. KLOBUCHAR submitted an amendment intended to be proposed 
to amendment SA 3241 submitted by Ms. Cantwell and intended to be 
proposed to the bill S. 2012, to provide for the modernization of the 
energy policy of the United States, and for other purposes; which was 
ordered to lie on the table; as follows:

       At the end of the amendment, add the following:

     SEC. __. USE OF GRANT FUNDS.

       A grant awarded under section 1004 may not be used for the 
     purpose of funding, in whole or in part, the actual 
     construction, renovation, repair, or alteration of a building 
     or work.
