U.S. district judge for the District of New Jersey. I would have voted 
yea.
  Mr. President, I was necessarily absent for today's votes on Senator 
Markey's amendment, No. 2982, and Senator Crapo's amendment, No. 3021, 
to the Energy Policy Modernization Act, S. 2012. I would have voted yea 
on both of these amendments.
