SA 3032. Mr. BARRASSO submitted an amendment intended to be proposed
to amendment SA 2953 proposed by Ms. Murkowski to the bill S. 2012, to
provide for the modernization of the energy policy of the United
States, and for other purposes; which was ordered to lie on the table;
as follows:
In section 5002, strike subsections (a) and (b) and insert
the following:
(a) Reauthorization.--Section 200302 of title 54, United
States Code, is amended--
(1) in subsection (b), in the matter preceding paragraph
(1), by striking ``September 30, 2018'' and inserting
``September 30, 2028''; and
(2) in subsection (c)(1), by striking ``September 30,
2018'' and inserting ``September 30, 2028''.
(b) Allocation of Funds.--Section 200304 of title 54,
United States Code, is amended--
(1) by striking ``There'' and inserting ``(a) In General.--
There''; and
(2) by striking the second sentence and inserting the
following:
``(b) Allocation.--Of the appropriations from the Fund--
``(1) not more than 40 percent shall be used collectively
for Federal purposes under section 200306;
``(2) not less than 60 percent shall be used collectively--
``(A) to provide financial assistance to States under
section 200305;
``(B) for the Forest Legacy Program established under
section 7 of the Cooperative Forestry Assistance Act of 1978
(16 U.S.C. 2103c);
``(C) for cooperative endangered species grants authorized
under section 6 of the Endangered Species Act of 1973 (16
U.S.C. 1535); and
``(D) for the American Battlefield Protection Program
established under chapter 3081; and
``(3) not less than 1.5 percent or $10,000,000, whichever
is greater, shall be used for projects that secure
recreational public access to Federal public land for
hunting, fishing, or other recreational purposes.''.
