VISA WAIVER PROGRAM IMPROVEMENT AND TERRORIST TRAVEL PREVENTION ACT OF
2015
The SPEAKER pro tempore. The unfinished business is the vote on the
motion to suspend the rules and pass the bill (H.R. 158) to clarify the
grounds for ineligibility for travel to the United States regarding
terrorism risk, to expand the criteria by which a country may be
removed from the Visa Waiver Program, to require the Secretary of
Homeland Security to submit a report on strengthening the Electronic
System for Travel Authorization to better secure the international
borders of the United States and prevent terrorists and instruments of
terrorism from entering the United States, and for other purposes, as
amended, on which the yeas and nays were ordered.
The Clerk read the title of the bill.
The SPEAKER pro tempore. The question is on the motion offered by the
gentleman from Virginia (Mr. Goodlatte) that the House suspend the
rules and pass the bill, as amended.

So (two-thirds being in the affirmative) the rules were suspended and
the bill, as amended, was passed.
The result of the vote was announced as above recorded.
The title of the bill was amended so as to read: ``A bill to amend
the Immigration and Nationality Act to provide enhanced security
measures for the

visa waiver program, and for other purposes.''.
A motion to reconsider was laid on the table.

Mr. SAM JOHNSON of Texas. Mr. Speaker, on rollcall No. 679, I was
unable to vote due to the death of my wife Shirley. Had I been present,
I would have voted ``yes.''
Mr. BLUM. Mr. Speaker, on rollcall No. 679, I was unavoidably
detained and would have voted ``yea.''
