address the House for 1 minute and to revise and extend his remarks.)
  Mr. WILSON of South Carolina. Mr. Speaker, as the world faces mass 
killings by ISIS, Daesh, of Russian, Lebanese, and French citizens, as 
Daesh has announced plans to target Washington and Rome and New York, 
we need to review how we got here and together change course.
  President George W. Bush on July 12, 2007, declared: ``To begin 
withdrawing before our commanders tell us we are ready would be 
dangerous for Iraq, for the region, and for the United States. It would 
mean surrendering the future of Iraq to al Qaeda. It would mean that 
we'd be risking mass killings on a horrific scale. It would mean we 
allow the terrorists to establish a safe haven in Iraq to replace the 
one they lost in Afghanistan.''
  President Barack Obama on December 14, 2011, claimed: ``Everything 
that American troops have done in Iraq . . . all of it has led to this 
moment of success. We're leaving behind a sovereign, stable, and self-
reliant Iraq.''
  I agree with former New York City Mayor Rudy Giuliani that the 
President's failed policies created the development of Daesh, leading 
to the Syrian refugee crisis, resulting in children drowning at sea. 
The President should change course.
  In conclusion, God bless our troops, and may the President, by his 
actions, never forget September the 11th in the global war on 
terrorism.
