  SA 2842. Mr. WARNER submitted an amendment intended to be proposed to 
amendment SA 2812 proposed by Ms. Collins (for herself and Mr. Reed) to 
the bill H.R. 2577, making appropriations for the Departments of 
Transportation, and Housing and Urban Development, and related agencies 
for the fiscal year ending September 30, 2016, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the end of title IV, add the following:
       Sec. 416. (a) Of the amounts appropriated under this Act 
     for the Federal Aviation Administration, $2,000,000 shall be 
     available to the Administrator of the Federal Aviation 
     Administration to develop a comprehensive strategy for the 
     integration of unmanned aircraft systems (as defined in 
     section 331 of the FAA Modernization and Reform Act of 2012 
     (Public Law 112-95; 49 U.S.C. 40101 note)) into the national 
     airspace system.
       (b) In developing the strategy required by subsection (a), 
     the Administrator shall--
       (1) effectively leverage the capabilities of the test 
     ranges for unmanned aircraft systems designated by the 
     Federal Aviation Administration under section 332(c) of the 
     FAA Modernization and Reform Act of 2012 (Public Law 112-95; 
     49 U.S.C. 40101 note) in integrating unmanned aircraft 
     systems into the national airspace system; and
       (2) consult with interested industry groups, the 
     Administrator of the National Aeronautics and Space 
     Administration, the Secretary of Homeland Security, the 
     Secretary of Defense, the heads of other appropriate Federal 
     agencies, and the operators of the test ranges described in 
     paragraph (1).
       (c) The strategy required by subsection (a) shall be 
     submitted to Congress not later than 180 days after the date 
     of the enactment of this Act.
